As CTO, Leo owns end-to-end technical strategy for the TAS web platform — from AWS architecture and CI/CD pipelines to security baselines, the technical roadmap, and the engineering hiring plan. He partners directly with leadership to align engineering execution with the practice’s clinical and business goals.

Architecting and deploying the TAS platform on AWS — EC2, S3, RDS, Lambda, API Gateway, CloudFront, Route 53, VPC, IAM, and CloudWatch. Establishing CI/CD pipelines, infrastructure-as-code, and security baselines (least-privilege IAM, encryption at rest and in transit, monitoring and alerting). Defining the technical roadmap, hiring plan, and delivery milestones.

Led engineering for critical internal audit applications using Java and Oracle. Drove modernization projects migrating Java/WebSphere systems to ReactJS and Spring Boot. Owned deployment configuration with PCF, Jenkins pipelines, and Git. Built Tableau dashboards delivering analytics for internal stakeholders, and advised on architecture improvements that reduced downtime and improved performance across Oracle, DB2, and Teradata systems.

Maintained and enhanced internal audit applications with Java Spring and WebSphere. Software Developer / Junior Developer

Migrated legacy PowerBuilder applications to web-based solutions using Java, Spring Framework, and IBM WebSphere. Built a Java Spring application backed by DB2 that monitored prescription orders and automatically flagged dose discrepancies, improving patient safety. Contributed to database design and ongoing support for Teradata, Oracle, and DB2 systems, and partnered with security teams on application hardening practices.
